Documents in a document set are not inheriting metadata

Hi,
I created a document set with some metadata. When I try to create a document within this document set I'd like to inherit those metadata to the document itself.
This is unfortunately not working properly...
Can someone help me?
I don't want to create a document set WITH documents. I want to create/upload the documents in the document set afterwards...
Best regards

I have a (many) document sets that has shared columns that only appear on pdf files. Word, Powerpoint, email msg are not getting their metadata set properly. I am using a Flow to copy the files into the document set.
